County Government Takes a Positive Approach to Energy Efficiency

Montgomery County’s Department of General Services Office of Energy and Sustainability (OES) helps ensure that government operations protect the environment, conserve resources, and integrate sustainability into decision-making at every level.

With critical county facilities ranging from fire stations and libraries to transit hubs and recreation centers, managing energy use is an ongoing task.

 

The Opportunity

To continue its mission of driving energy conservation and greenhouse gas reduction, OES reached out to its energy provider for energy-saving strategies to reduce electricity use, conserve resources, make data-driven decisions, and implement energy upgrades that qualify for utility incentives.

The Upgrades

Since 2016, OES has implemented almost 400 energy-related upgrades—including combined heat and power, solar PV, lighting and lighting controls, building automation systems, and HVAC equipment.

The Results

By implementing energy-saving measures, OES reduced building kilowatt-hours (kWh) by 5%–10% and delivered a simple payback in less than four years when factoring in incentives through Pepco’s Energy Savings for Business program.

Beyond the savings, other project benefits include:

  • Environmental: Contractors meet all county environmental requirements when disposing of waste material.
  • Economic: Projects use Montgomery County-based contractors whenever feasible.
  • Equity: Minority and female contractors, as well as disabled-owned businesses, are used whenever feasible.

The EmPOWER Maryland charge funds programs that can help you reduce your energy consumption and greenhouse gas emissions and save you money. Since the inception of the EmPOWER Maryland program in 2008, the programs have saved $14.5 billion on installed measures at a cost of $4.1 billion. In addition to new program costs, this charge includes paying off the uncollected costs that were accrued over time by programs required by the EmPOWER statute and authorized by the Commission. In accordance with House Bill 864 the uncollected amounts will be fully paid by the end of 2032.
