What is the Moderate Income Offering?
The Home Performance with ENERGY STAR Moderate Income Offering allows homeowners to receive weatherization work at a significantly discounted rate based on household’s income. If your income falls between a certain range, you can be eligible for weatherization work. Please view this document for a step-by-step application walkthrough or read on to see if you qualify!
How do you qualify?
Social Programs:
If you are actively in any of these programs, you do not qualify for the Moderate Income Offering and should be redirected to another program (i.e. DHCD, WAP, etc.)

- Utility Bill Pay Assistance through OHEP
- Supplemental Nutrition Assistance Program (SNAP)
- Temporary Assistance for Needy Families (TANF)
- Supplemental Security Income (SSI)

- Healthy Homes for Healthy Kids
- Medicaid
- Maryland Fuel Fund Assistance
Household Income:
Your household income must fall between the minimum and maximum for household size, please refer to the table below to see if you qualify:

Moderate Income Offering Application Process
Step One: Program Application
If you think you qualify, you can go ahead and select Begin Application. This will take you to our Moderate Income Intake Form.
Please fill out the Moderate Income Intake Form which includes:
- Name
- Contact Information (Phone and Email Address)
- Number of Residents
- Household Income
- Active Account Number
- Social Program Disqualifiers
Step Two: Application Review
After submitting your application, you will receive a confirmation email, letting you know that your application has been received and is under review
Step Three: Approval and Next Steps
If you are eligible, a contractor will contact you within 2 business days to schedule a no cost assessment
Step Four: Assessment Process
Your contractor will perform a no cost whole-house assessment and assess your HVAC, utility bills, and overall energy efficiency. The contractor will then recommend the best options for improving your home’s energy efficiency, including attic insulation, air sealing, and in some cases a water heater or HVAC replacement.
Ask your contractor if you would like any additional work completed.
Step Five: Complete Home Upgrades
Contractors will coordinate with you to find the best day to complete the work.

Customers who earn below the Moderate Income Offering’s minimum household income may qualify for income eligible programs through the Maryland Department of Housing and Community Development.
