How to Participate for Contractors

Become a participating contractor. Here’s how:

Step 1: Complete the Program Application
Complete the program application to get the process started. After you submit the form, a Pepco Home Performance with ENERGY STAR Account Manager will contact you to explain next steps.

Step 2: Training and Certification
Have at least one staff person achieve Building Performance Institute (BPI) Building Analyst Certification and BPI Envelope Professional Certification by passing written and field tests. Learn more about the BPI certifications. Your company also will need to obtain and maintain U.S. Environmental Protection Agency’s Lead-Safe Certification.

Step 3: Required Equipment
Purchase or have available diagnostic equipment, such as a blower door, required of home performance contractors to conduct assessments and sell comprehensive work effectively.

Step 4: Contractor Participation Agreement
Download, sign, and submit the Contractor Participation Agreement with your Program Application to demonstrate the capacity of your business to participate in the program.

Step 5: Beacon Home Energy Advisor 
Learn to use the Beacon Home Energy Advisor software, a nationally recognized tool for estimating energy savings from proposed work, which helps you:

  • Produce professional reports for Pepco customers.
  • Report evaluations and installed work to Pepco’s Home Performance with ENERGY STAR Program.

The EmPOWER Maryland charge funds programs that can help you reduce your energy consumption and greenhouse gas emissions and save you money. Since the inception of the EmPOWER Maryland program in 2008, the programs have saved $14.5 billion on installed measures at a cost of $4.1 billion. In addition to new program costs, this charge includes paying off the uncollected costs that were accrued over time by programs required by the EmPOWER statute and authorized by the Commission. In accordance with House Bill 864 the uncollected amounts will be fully paid by the end of 2032.
